The Research Foundation for Mental Hygiene, Inc. seeks a qualified candidate to work in its newly created Behavioral Health Integrated Performance Measurement Center, which will involve collaboration between NYS OMH, the NYS Department of Health (DOH), and the NYS Office of Alcoholism and Substance Abuse Services (OASAS). The Center will conduct literature and environmental scans to identify innovative quality and performance measurement programs and practices; convene local and national experts to review findings and set priorities for BH quality and performance measurement strategies in the NYS Medicaid Program; and produce reports summarizing the impact of NYS Medicaid Managed Care redesign and VBP programs on BH service use and quality of care in NYS.


Duties and Responsibilities:

The Research Associate will support the Center's goals, which include: 1) Optimize existing data for Behavioral Health (BH) quality and performance measurement; 2) Promote integrated care; and 3) Develop approaches to measuring functioning and recovery in populations of individuals with serious mental illness. Specific activities the Fellow will pursue include scanning the academic and grey literature to create summary reports of current State and national practices in quality and performance measurement, collaborating on analyses of NYS managed care and other data stratified by BH populations to identify potential new measures of BH service access and use, and developing guidelines and technical assistance resources for NYS Medicaid Program regarding novel practices and measurement strategies.
The Fellow position is based in NYC at NYSPI and will involve occasional daytime travel to Albany, NY.


Minimum Qualifications:

Graduate level degree (MPH, PhD, or equivalent) in a field relevant to the goals of the Center described above.


Preferred Qualifications:

Experience conducting and preparing summary reports and/or analyses such as those described above is preferred. Experience writing for policy makers and analysts.
